It dawned on me today that the solution to BELCO's new power plant location controversy is obvious.
They should:
1) Buy a plot of environmentally sensitive protected coastal woodland
2) Make a donation.
3) Apply for a (not-so) Special Development Order.
Done. Problem solved.
